FEMA HISTORY
The Federal Emergency Management Agency - a former independent agency that became part of the new Department of Homeland Security in March 2003 - is to put the decision, planning, recovering from and mitigating against disasters. FEMA can trace its origins to the Congress a law in 1803. This act, generally considered the first part of disaster legislation, assisted by the city of New Hampshire following the extensive fires. In the century that followed, the legislation was passed more than 100 times in response to hurricanes, earthquakes, floods and other natural disasters.
In 1930, when a federal approach to solving problems has become popular, reconstruction finance corporation was given power to disaster loans for repair and reconstruction of certain public facilities following an earthquake, and then other types of disasters. In 1934, the Bureau of Public Roads was given authority to provide funding for roads and bridges damaged by natural disasters. The Law on Flood Control, which gave the U.S. Army Corps of Engineers greater authority to implement flood control projects, was also adopted. This piecemeal approach to disaster assistance was problematic and it prompted legislation that required greater cooperation between federal agencies and authorized the President to coordinate these activities.
1960's and early 1970's brought massive disasters requiring major federal response and recovery in the event of natural disasters on the federal aid, the administration established under the Ministry of Housing and Urban Development (HUD). Carlo hurricane strike in 1962, Hurricane Betsy in 1965, Hurricane Camille in 1969 and Hurricane Agnes in 1972. Alaskan earthquake in 1964 and the San Fernando earthquake of Southern California in 1971. These events served to draw attention to the issue of disasters.
Nevertheless, were fragmented and disaster recovery activities. When the risks associated with nuclear power plants and transportation of hazardous substances were added to the disaster, more than 100 federal agencies involved in any aspect of catastrophes, disasters and emergencies. Many parallel programs and policies that existed at the state level and local level, which exacerbates the complexity of federal efforts to provide emergency assistance. In order to centralize federal emergency functions of President Carter's 1979 executive order to integrate many of the separate disaster-related responsibilities in the new Federal Emergency Management Agency (FEMA). Among other agencies, FEMA absorbed: the Federal Insurance Administration, the National Fire and administrative control, the National Weather Service alert the public to the program to cope with the Federal Agency for the General Services Administration and Federal disaster relief assistance of the Administration of HUD.
FEMA began development of an integrated system of emergency management in all-hazards approach that included "direction, control and warning systems, which are common to the entire spectrum of emergencies from small isolated events of emergency Ultimate - war." FEMA pays great attention to the relief, recovery and mitigation. FEMA provided guidance and support to reduce loss of life and property and protect institutions from all types of hazards.
In 2001, President George W. Bush appointed Joe M. Allbaugh as Director of FEMA. Within a few months, the terrorist attacks of September 11 focused the agency on national preparedness and Homeland Security and verified by the Agency in an unprecedented manner. Agency coordinates its activities with the newly established management
