1. Remove staffs completely.
2. Give 7-8 levels 10 free stats changes in healars room
3. Add other items existing in the city.

Bronze Axe  
Hammer Puncher
Falcon Sword  
Reflection Boots & Doomed Boots
Armor of CityGuard
Helmet of Weariness & Bone Helmet
Bands of Deceit  & Disturbing Bands  
Simplicity Ring,  Ring of Capture  

2. lvl 7:
Dark Steel Sword
Oblivion & Fear Sets

3. as we now have scrolls, maybe
cloning & lure clon,
energy restoration

Maybe without scrolls better?

1. Change limitation on participation from 6-8 lvls to 7-9 lvls.
2. Remove all maneuvers, especially Opponent selection +1.
3. And of course add more items.

P.S.  Scrolls are nonsense cause we haven't enough intellect to use them.

5.Change Arch stats in such way ..that he could better wear NC items.

ps:+ fix bag in Tower of Death(ppl can use attack scrolls there! its not normal!)
