Dear players! Before composing a complaint, please familiarize yourself with the sections of this topic, which are listed below. When examining the complaints, the employees of the Internal Affairs Department (IAD) will imply that you are familiarized with them.

I. Introduction.

We ask you to kindly read or re-read all of the normative documents on the question that you need (even if it seems that you know all of them by heart, in order to execute the content it wouldn’t be redundant to refresh its text in your memory).

II. Format.

We try to be maximally precise and attentive while examining the complaints of every player. In the meantime we can’t help but point out that the complaint that has been precisely and correctly frees the employees of the IAD from “deciphering” your messages, and, therefore leaves the possibility of our wrong interpretation of your thoughts out.

Format of the Complaint on the Paladin’s actions is the following:
1. Exact nickname of the Paladin (please provide the link with the character sheet in this line if you can) If you are unaware of the Paladin’s nickname, simply point that out.
2. The essence of the complaint (as brief as possible).
Example: casting of silence, chaos, blocking etc.
3. The basis of the complaint along with the proof of your innocence.
We ask you to make the complaint as brief as possible, without unnecessary emotionality. If you were provoked to violate the Laws of FC, we remind you that you are the only one responsible for the actions of your character.

III. Complaint Types.

1. Complaints on the casting of silence and forum silence spell.

2. Complaints on the depersonalization, Chaos aligning and character blocking.
The execution of this kind of complaints is possible only after sending the application for removing   Chaos alignment or the unblocking of the character in their specialized section. http://newcapital.combats.com/forum.pl?id=1144159009&n=jeremiad .

3. Complaints on the actions of moving the topics.
This type of complaints in case of absence of the use of the punishment for the violation of the forum interaction rules is not to be examined and satisfied.

Notes:
a) The casting of Silence spell (in-game/ability). The Paladin (as a player) can and has all the rights to cast the in-game Silence spell on you for the period of 15, 30 and 60 minutes.
b) Attacking (simple, bloody attack, incurable bloody attack) with a scroll is the in-game ability which is available for any player. It is your right to ask the Paladin about the reason of his attacking you, and, at the same time, it’s Paladin’s right not to explain the reason to you.

IV. Providing the proofs and explanations.

1. The complaints are accepted directly from the victim. The exclusion is made for the complaints, which cannot be sent directly by player due to the blocking of his character or if the victim is lvl0 (in this case the complaint is posted by a Paladin by copy-pasting the text from victim’s info).

2. When sending the complaint, it is a very good idea to remember that the calumny and deception of the Paladin are punished with all of the strictness of the Fight Club’s Law.

3. The proof of your innocence from the preliminary applied accusation of violation of the rules of interaction in the chat can only be a screenshot (graphic copy of the screen) of the chat capturing the period of ±5-10 minutes since the moment of the assumed violation. If all of the messages in the chat don’t fit in one screenshot, the you need to make and store several of them in a way that the information on them wouldn’t have “crossed over” (e.g., the end of one screenshot is to suit the beginning of the next one).

4. Text logs (e.g. text copies of messages in the chat) are not considered as a proof.

- Full-color JPЕG (JPG);
- The quality of JPЕG mustn’t be lower than 80 %;
- The zoom of JPЕG mustn’t be lesser than 100 %.

5. The messages containing the text that violates the FC Laws are to be removed with casting of the corresponding Forum suspension spell.

ATTENTION! This description also concerns the quotation of one’s own and another person’s phrases with the violation of the interaction rules. If you need to quote them, make a screenshot of the chat and, after the preliminary processing described at point 3 of this Clause, provide us with it.

V. Examination of Complaints.

1. Every complaint is examined only once. All of the discussions concerning the complaint after receiving an answer to it is considered as flood in the Paladins work topic and is punished correspondingly. The second examination of the complaint is possible only in case if the additional proofs of your innocence were found.

2. The complaints on the employees of the Paladin Complaint Department are examined by the Coordinator or the head of the PCD in accordance with the Coordinator’s possible organizational orders.

there were some fights in ss. icluding a big bloody fight from darks to pals and me covering taking care of other dark. koreyana came into ss and i said something like"" get out of here u smell bad" and "in fact u stink" words adressed to yana, and thus i got 30 min of sillence as i remeber from the guy named above.

3. As Rules said, player can post fight announcement in chat once in 10 minutes. My client did all following rules but was silenced by paladin.

a) Quad_damage walked out guild for his own wish. Djasra have no claims at default in payment. Paladin cant lay claim to Quad for his transfers in killua guild due to FC (http://www.paladins.ru/documents.eng.php?DocumentID=5 paragraph 3.1.a). Character finished all his deals in the guild. There is no law saying to return money and items in case of leaving guild (only if complaints presents).

b) It doesn't metter which guild character will join, check is a question of law breaking.
Its noticed at the top of check topic:
> Paladins will take a look through out all transactions made by the character as well as any other nicknames (multi characters) that person might have. Should any questions arise during the process of checking, a paladin might contact that person.

1. We do not take in account complaints from third persons.
2. Chat is lagging sometimes and Paladin may have another picture at his screen. The best way in such situations is to contact Paladin via email, messenger or third person for fast silence spell removing.

Dear Ole Lukoje, first of all I have to remind you that despite of your wish guild checking is not clicking-on-one-button procedure and will never be. It's a very labour-intensive procedure. During a checking we investigate all suspicious facts during the whole life of a character. Now let's return to essence of complaint.


> 2. Delay/rejection checking Quad_damage for joining guild.

1. Paladin has a right to investigate all transfers (in&out-guild's) during the checking of a character. If a Paladin has found something suspicious in transfers log a player must give explanations of these transfers.
Actions of Paladin Last Kid were checked and the facts of "delay/rejection" were not found.

You've included this message in your complaint. Why? A Paladin is trying to explain aspects of Law. Moreover, I can say that he is quite right pointing it out.
3. About the procedure of guild checking.
b) It doesn't metter which guild character will join, check is a question of law breaking.
You are mistaken. More information you'll find in my answer in topic for applications.

Conclusion: Investigation Department is doing a great work during 4 years which is oriented for own good of guilds in NewCapital. During this time period lots of characters were checked and no hacker, mult or any other rule breaker was accepted. I can mention that their work is perfect.

Paladin: El Camino

I got silenced for 3 hours for sayin "twat". (okey, harsh in that situation)
Then i got silenced for 24 hours for sayin "Communist". (Not an insult even, political action)

After that he bullied/ cursed to me in private..

Imo El Camino is not fit to be paladin.

You're supposed to be paladins not executioners, help us instead of punish us right away.

Dear Cheaton, both of your silence spells were removed without a delay. I understand that it harmed your feelings. The silence spell was casted and high-ranked Paladin discussed this situation with El Camino. They both agreed that this silence spells were wrong and it was removed. We apologize for this, but since it was removed right after casting and your information already contains a message that these silence spells will not be counted in case of checking I deny your complaint.
Second thing is that your complaint contains swearing. Please do not copy violations. Next time I'll have to silence you for swearing at forum

Dear Quad_damage, I understand your curiosity and lack of knowledge of foreign language but we have chat rules. The Law says that a copy of violation is still a violation. That message contained swearing. Paladin understood the situation right and you recieved silence spell only for copy of violation, but not for swearing. So that the actions of Paladin were absolutely right.

I have some problem with paladin "Low Power".He was put silence on me.I wrote to other character do not advertise challenge 2 once per 10 minute, and i had mistake.i wrote "u must cannt" but it might be "u cannt" that is why i wrote *** after that words. and I send this text 1 once but it was sent 3 once...I cannt do anything...He put on silence me.Reason u said rude word with wrote ***, u did flood with sent 3 once...He cannt do his works with put silence without cause.Please do something...Thank u
