Here's an objective opinion from a darky )
1. imho there r too many pals,i can figure out what work could u have... 60 ppl online - 10 pals,half of nc's population r pals  o_O,ok Terex,Bianco,Ell n Kiddo r investigating n so on,but others r just moderators or wth? and even though there r so many pals,sometimes smb can receive silence after 5 mins of swearing in the main chat )
2.And this is for the sake of NC,after silencing smb(especially noobs) explain them why did u silence them... so they can learn the rules n not get banned after 2 days.
3.Act by the law yourself.
4.Work more efficient.
5.Do not discriminate by alignment,everybody is equal in front of the law and has the same rights (=
6.Do not abuse ur powers,do not think u r above the lawwwww )
7.Do not smoke marijuana in main chat
8.Do not use pornographical smiles in the main chat
9.Do not make out in the main chat,if there are children under 12 years.
